
The City Clerk's Office is the City of Oak Ridge's information source regarding all of its legislative actions and many other areas of citizen interest and concern.

The City Clerk serves as administrator of the City Council's legislative actions and is the designated custodian of the governing authority's legislative record. The general areas of legislative action by the Oak Ridge City Council are matters pertaining to city utilities, community development and human resources, city administration, financial and executive actions, public safety and legal administration, transportation and zoning affairs. Ordinances, resolutions with supporting documentation, reports, communications, and Council meeting minutes, agendas and videotapes of proceedings are processed and maintained by the City Clerk's Office.

As custodian of the City's legislative record, the City Clerk publishes and maintains the City of Oak Ridge Charter and Code of Ordinances. The Charter and Code volumes contain all laws of the City. The earliest published Code on file in the Clerk's Office is dated 1969.

PROCLAMATIONS
The City of Oak Ridge is pleased to issue Proclamations to Oak Ridge affiliations and residents in recognition or in celebration of special occasions and/or outstanding achievements. Please take time to review the information below regarding proclamations. If there are any questions, please contact the City Clerk's Office at (865) 425-3411 for assistance.
Proclamations are issued to proclaim certain events, causes, or achievements that positively impact the community and convey an affirmative message to the City of Oak Ridge residents. Controversial positions will not be supported by the City of Oak Ridge. Submission of a proclamation request does not guarantee issuance.
Proclamations issued by the City are ceremonial in nature and not considered an official endorsement by the City of Oak Ridge. The Mayor will be the signatory of all proclamations issued by the City of Oak Ridge upon approval of City Council.
GUIDELINES

National organizations that do not have a local contact person, i.e. Oak Ridge affiliation, will not be granted.

The City Clerk’s Office reserves the right to modify (change and/or delete) any language provided for a proclamation.

A requesting party does not have exclusive rights to the day, week, or month of the proclamation.

Proclamations will not be processed after the event date for that year.

Other means of individual recognition, such as honorary letters or certificates will be considered as an alternative to proclamations.
PREPARATION

The request should specify if the proclamation is expected to be presented during a City Council meeting or at a non-city event, although a request to be on the City Council meeting agenda is not guaranteed.

The request should include the requestor’s first and last name, address, telephone number, and organizational name (if warranted).

A brief summary and/or background of the event or organization should be provided, as well as draft text for the proclamation, including, but not limited to the “whereas” clauses.

The requestor should provide a date when the proclamation is needed, as well as the name of the day and date of the day, week, and month that the event is proclaimed.
OPEN RECORDS REQUEST
The City of Oak Ridge is dedicated to providing public access of records to the residents of Tennessee, while continuing to protect the integrity and organization of public records. The City Clerk's Office has developed a centralized approach to efficiently fulfill open records request by Tennessee residents.
Tennessee residents wishing to view public records should contact the City Clerk's Office at (865) 425-3411. Residents who would like copies will need to complete the Open Records Request Form and submit it to the City Clerk's Office. There is no charge merely to inspect records.
CHARGES
Copies of records will be subject to the following charges:
Print Type: 8 1/2" x 11" (letter size)
Black and White Copy: $0.15/page
Color Copy: $0.50/page
LABOR
If staff time exceeds the labor threshold of one (1) hour to produce the requested material,
the requester is subject to be charged the hourly wage of the employee who is assisting with the record request beyond the first hour.
In an effort to not disrupt the City Clerk’s schedule of work, an appointment for inspection of records is preferred, although not required; however, the allotted time for inspection is to occur during normal business hours of the City Clerk. Failure to schedule an appointment may require a significant wait time or the need to come back.
