Beer Permit Board
The purpose of the Beer Permit Board is to grant, suspend and/or revoke beer permits and manager approvals within the city limits. Any establishment desiring to sell beer must come before the Beer Permit Board for approval prior to the commencement of beer sales. The Board is also required to oversee establishments with beer permits for compliance with city ordinances and state laws pertaining to beer sales.

Board of Building and Housing Code Appeals
The purpose of the Board is to hear appeals from interpretations of the Electrical Inspector, Plumbing Inspector, or Code Enforcement Administrator on interpretations of the Electrical, Plumbing, and Building Codes.

Board of Zoning Appeals
The purpose of the Board is to act on matters where the Zoning Ordinance provides for administrative review, interpretation, exception, or special permit. Decisions are not subject to review by another city governmental body, but they can be appealed through the court system. The Board's record of actions is available for public examination at the office of the Planning Division of Community Development. The Board does not have the power to change the zoning classification of any property or to make any changes in the provisions of the Zoning Ordinance.

Convention and Visitors Bureau/Explore Oak Ridge
The purpose of the Convention and Visitors Bureau/Explore Oak Ridge is to promote the visitor and convention industry and encourage the development of tourism activities in Oak Ridge and the vicinity. Explore Oak Ridge has the power to engage professional assistance as necessary, and is empowered to employ an Executive Director to carry out the functions, operations, and purposes of Convention and Visitors Bureau/Explore Oak Ridge. Explore Oak Ridge's Board of Directors reports to the City Council on Explore Oak Ridge's performance and accomplishments on at least an annual basis.

Disability Advisory Board
The purpose of this Board is to provide informed advice to the City Council and City Manager, as well as City staff and other City Boards as requested, on disability related issues, to serve as a source of information on resources and as a sounding board for the community.

Environmental Quality Advisory Board
The purpose of the Board is to serve as an advisory body to Council. When requested by Council, the Board gives advice and assistance in matters contributing to a quality environment. Further, upon request, the Board advises the City Manager and the Oak Ridge Municipal Planning Commission on specific environmental matters.

Health and Educational Facilities Board
The purpose of the Board is as prescribed by the Health and Educational Facility Corporations Act of Tennessee. These powers enable the Board to finance, acquire, own, lease and/or dispose of properties to the end that the health and higher education of the people will be promoted. Bonds can be issued by the Board.

Industrial Development Board
The purpose of the Board is as prescribed by the Industrial Development Corporation Act of Tennessee as set forth in the State statute.

Oak Ridge Housing Authority
The Housing Authority is empowered to investigate housing conditions within the community and improve the same. The Housing Authority determines where unsafe or insanitary housing conditions exist; prepares and carries out the plans for housing projects and operates the same; and does all things necessary and convenient to carry out the purposes and provisions of the Housing Authorities Law set forth by State statute. The Housing Authority is comprised of five (5) commissioners. Commissioners are elected by the City Council for five-year staggered terms of office. Three (3) commissioners constitute a quorum.

Oak Ridge Land Bank Corporation
The Oak Ridge Land Bank Corporation is hereby created pursuant to the authority of the Tennessee Local Land Bank Pilot Program set forth in Tennessee Code Annotated 13-30-101 et seq. By such statute, the Oak Ridge Land Bank Corporation has the authority to create a land bank for real property located with the boundaries of Oak Ridge. For purposes of this chapter, land bank means real property, however, obtained or acquired and held by the Oak Ridge Land Bank Corporation, with the intent of acquiring and holding on the real property so acquired until such time as the corporation is able to find a willing and able buyer to acquire the real property from the corporation.

Oak Ridge Municipal Planning Commission
The purpose of the Commission is as prescribed by State law for municipal planning commissions. In addition, the Commission submits to City Council, in accordance with the City Charter, a long-term capital improvement program with recommendations as to the priority of individual projects and the methods of financing them. The Board is comprised of ten (10) members as follows: the Mayor or the Mayor's designee, a member of City Council, and the remaining eight (8) members at large. The Mayor or the Mayor's designee serves concurrent with the Mayor's term of office, and the Council member serves for two (2) years or until his or her term on Council expires, whichever occurs first. The remaining eight (8) members serve for four-term year staggered terms. Six (6) members constitute a quorum and the concurring vote of a majority of those members present at a meeting is required for any board action

Personnel Advisory Board
The Personnel Advisory Board assists in representing the public interest in the improvement of personnel administration in the City service.

Recreation and Parks Advisory Board
The purpose of the Board is to advise City Council and City Staff as to the recreation and park needs of the City as well as provide advice on future rules, planning, usage, land acquisition, and facility needs of all City-owned properties used for recreational, athletic or land conservation purposes. Operation and management of the Recreation and Parks Department of the City of Oak Ridge, as well as its facilities, shall be conducted by City Staff under the City Manager pursuant to the Charter of the City of Oak Ridge. The term of office is three years, and qualifications are limited to Oak Ridge residency.

Senior Advisory Board
The function of the Board shall be to provide advice to City Council on senior-related issues including but not limited to: health, nutrition, safety and security, recreational activities and facilities, and transportation, all in order to enrich and enhance the quality of life for seniors in Oak Ridge.

Trade Licensing Board
The purpose of the Board is shall set standards and procedures for the qualification, examination, and licensing of Class I Electrical Contractors, Class II Residential Electrical Contractors, Master Electrician Certifications, Master Plumbers, and Journeyperson Certifications under the provisions of the electrical and plumbing codes of the City of Oak Ridge.

Traffic Safety Advisory Board
The purpose of the Board is to serve as an advisory body to the City Council. In the performance of this function, the Board reviews any traffic safety issue requiring Council approval. Upon request, the Board also gives advice and assistance in other matters concerning traffic safety. Upon request, the Board may advise the City Manager and the Planning Commission on specific issues. The Board is required to submit an annual report of its activities and recommendations to the City Council, along with a recommended program of work for the ensuing year.

Youth Advisory Board
The purpose of the Board is to serve as a liaison between Council and the youth of the community on issues affecting youth. The Board's function is to encourage the positive growth and development of youth by involving them in social, cultural, recreational, and other drug- and alcohol-free activities.
