Sealed proposals for consulting services associated with conducting an executive search for the position of City Manager for Oak Ridge will be received by the Mayor, City of Oak Ridge, Post Office Box 1, Oak Ridge, TN 37831-0001 or 200 South Tulane Avenue, Oak Ridge, TN 37830, Attention: City Clerk, until 5:00 p.m. on February 10, 2023.
The City is requesting proposals from consulting professionals with experience in chief executive officer searches for local governments. Innovation in seeking a qualified applicant pool and willingness to expand a network of contacts to find the most suitable person for our unique community are important qualifications.
To receive an official request for proposal document, all firms are required to submit their request in writing, to the City Clerk, via email, bhickman@oakridgetn.gov.
The City of Oak Ridge (City) anticipates the need to contract with a qualified firm for professional engineering and design services. The City is soliciting area firms to respond to its Request for Qualifications (RFQ) for possible consideration to redevelop the City’s Outdoor Aquatic Complex.
Experience with municipal clients located in east Tennessee, along with local staff and the demonstration of the ability to complete project design in a timely manner is extremely important.

Bid Security in the amount of ten (10%) percent of the Bid must accompany each Bid.
No bid may be withdrawn within ninety (90) days after the scheduled closing time for receipt of Bids.

All Bidders must be licensed Contractors as required by the Contractor's Licensing Act of 1994 (Latest revision). Bidder's name, address, license number, expiration date and that part of classification which applies to the Project(s) and the name, address and licensing information for Plumbing, HVAC, Masonry and Electrical Contractors must be on the sealed envelope containing the executed Bid Proposal. All required items must be listed, with any item(s) that are not applicable to the Project in accordance with the Regulations to be marked "not applicable to this project". In compliance with the act, sealed envelopes will not be opened unless all required information is properly displayed. Contractors must comply with all "Drug-Free Requirements". All Bidders must comply with Title VI of the Civil Rights Act of 1964.
DAVIS-BACON ACT and AMERICAN IRON AND STEEL REQUIREMENTS
This project is being funded by a State Revolving Fund loan on or after 2014 EPA Fiscal Year. The loan recipient must be in compliance with all applicable Davis-Bacon Act and American Iron and Steel requirements.
DISADVANTAGED BUSINESS ENTERPRISES (DBE) REQUIREMENTS
Any contract or contracts awarded by the Owner through this advertisement for bids will be funded by a State Revolving Fund (SRF) loan from the State of Tennessee. State and Federal funds will be involved in this project; and, as a result, Bidders must comply with the SRF Loan Program’s Disadvantaged Business Enterprises (DBE) requirements including contacting a minimum of 10 qualified DBE sub-contractors, professional service providers, vendors, and/or suppliers by certified mail to solicit bids. The apparent successful Bidder must submit to the Owner copies of the certified letters and return receipts prior to contract award. All Work will be located within the City Limits of Oak Ridge. The work in general consists of approximately the following:
1. Lining of approximately 9,000 linear feet of existing gravity sewers by the cured-in-place method.
2. Replacement of approximately 1000 linear feet of existing gravity sewers by the installing new method.
3. Approximately 30 point repairs.
4. Installation of approximately 2 new manholes and replacement of approximately 5 manholes.
5. Rehabilitation of approximately 120 manholes with Concrete Manhole Adapters (CMA’s) and/or chemical foam grout.
6. Rehabilitation of approximately 1200 vertical feet of existing sanitary sewer manholes.
7. Associated service connections and appurtenances to the main project.
