City of Oak Ridge Utilities Business Office offers paperless billing, online payment, or pay-by-text message

OAK RIDGE, Tenn. (July 29, 2022) – With major delays in mail delivery occurring in Oak Ridge, the Utilities Business Office wants residents to know it offers paperless billing, online payment, and pay by text.

With eBill or paperless billing, you will receive a notification that your statement is now viewable in your online account along with the amount due and the due date.

“This means there will be no more waiting on the mail or worrying about misplacing your paper invoice,” Oak Ridge Utilities Business Office Manager Marlene Bannon said. “With less paper waste, it’s also environmentally friendly.”

To sign up for Pay by Text:
Go to
Login to CSS or create an account
Select the payment tab
Choose Pay Online
Select “Edit” next to Account Details 
Check the box for Bill Summary – Pay by Text
Enter your mobile number
Add or Select a Payment Method 
Click “Save”

When your next bill is ready, you will receive a text message with the account number, amount due, and due date. You also don't need to pay your bill by text to receive text notifications. You can sign up for pay by text notifications and still pay online, by mail or in person.

To pay, reply “PAY” within 10 days of receiving the text notification.
