The regular meeting of the City Council of the City of Oak Ridge, Tennessee convened at 7:00 p.m. on April 11, 2016, in the Courtroom of the Municipal Building with Mayor Warren L. Gooch presiding.
The Invocation was delivered by Joseph Westfall, Itinerate Minister of Christian Church Disciples of Christ.

The Pledge of Allegiance to the Flag of the United States of America was led by Councilmember Trina Baughn.
ROLL CALL: Upon roll call the following councilmembers were present: Councilmember Trina Baughn; Councilmember Rick Chinn, Jr.; Mayor Warren L. Gooch; Councilmember L. Charles Hensley; Councilmember Charles J. Hope, Jr.; Mayor Pro Tem Ellen D. Smith. Councilmember Kelly Callison was absent.

Adopted the following proclamations:
A proclamation designating April 11, 2016 as Oak Ridge High School’s Boys Basketball Team Day.
A proclamation designating April 11, 2016 as Oak Ridge High School’s Lady Wildcats Basketball Team Day.
A proclamation designating the month of April 2016 as Child Abuse Prevention Month
A proclamation designating the month of April 2016 as Fair Housing Month
A proclamation designating May 8, 2016 as Holocaust Remembrance Day
Approved the March 14, 2016 City Council meeting minutes and March 29, 2016 City Council special meeting minutes.
Adopted a RESOLUTION APPROVING THE PURCHASE OF REPLACEMENT PUMPS, CONTROLS, AND EQUIPMENT FOR PALISADES #3 SEWER PUMP STATION FROM WATER & WASTE EQUIPMENT, INC., CLEVELAND, TENNESSEE, IN THE ESTIMATED AMOUNT OF $77,500.00.
Adopted a RESOLUTION APPROVING THE PURCHASE OF LED LIGHTING FIXTURES FROM POWER SUPPLY COMPANY, LLC, CHATTANOOGA, TENNESSEE, IN THE ESTIMATED AMOUNT OF $140,079.00.
Adopted a resolution APPROVING THE PURCHASE OF VARIOUS WIRE AND CABLE FOR THE SPACER CABLE PROJECT ALONG GUM HOLLOW ROAD FROM border states electric supply, power supply company llc, and anixter inc., IN THE ESTIMATED GRAND TOTAL AMOUNT OF $97,444.00.
Adopted a RESOLUTION AUTHORIZING THE MAYOR TO SIGN A LETTER OF LOCAL GOVERNMENT SUPPORT FOR THE HORIZON CENTER AS PART OF THE INDUSTRIAL DEVELOPMENT BOARD’S EFFORT TO MAINTAIN THE HORIZON CENTER’S DESIGNATION AS A SELECT TENNESSEE CERTIFIED SITE.
Adopted the following resolutions:
A RESOLUTION URGING CONTINUATION OF THE TENNESSEE OVERSIGHT AGREEMENT BETWEEN THE U.S. DEPARTMENT OF ENERGY AND THE STATE OF TENNESSEE, AND AUTHORIZING AN EXTENSION OF THE TENNESSEE OVERSIGHT INTERLOCAL AGREEMENT BETWEEN THE CITY OF OAK RIDGE AND THE FOLLOWING COUNTIES: ANDERSON, KNOX, LOUDON, MEIGS, MORGAN, RHEA, AND ROANE.
A RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES AGREEMENT WITH JACOBS ENGINEERING GROUP, INC., KNOXVILLE, TENNESSEE, FOR AN EVALUATION OF THE WATER TREATMENT PLANT IN THE ESTIMATED AMOUNT OF $98,250.00.

AN ORDINANCE TO AMEND ORDINANCE NO. 2, TITLED “THE ZONING ORDINANCE OF THE CITY OF OAK RIDGE, TENNESSEE,” BY AMENDING THE ZONING MAP WHICH IS MADE A PART OF THE ORDINANCE BY CHANGING THE ZONING DISTRICT OF PARCEL 456.02, ANDERSON COUNTY TAX MAP 105D, GROUP A, (APPROXIMATELY 3.29 ACRES) FROM RG-1, RESIDENTIAL, OPEN SPACE AND RESERVED, TO B-2, GENERAL BUSINESS, SAID PARCEL BEING LOCATED ON EAST TULSA ROAD.
The ordinance listed below was amended and approved on second reading and will become effective on April 21, 2016. The ordinance has been published on the City’s website in its entirety (http://www.oakridgetn.gov) where it will remain for 30 days. It is also available at the Oak Ridge Public Library and has become permanent record in the Office of the City Clerk in the Municipal Building.
AN ORDINANCE TO AMEND ORDINANCE NO. 11-2015, WHICH ORDINANCE ADOPTS A BUDGET AND ADOPTS APPROPRIATIONS FOR THE FISCAL YEAR BEGINNING JULY 1, 2015, BY AMENDING SAID APPROPRIATIONS.
